Army Futures Command (AFC)

Defense Systems Technical Area Task (DS TAT) Support

Provide recommendations to PM offices on effective methods in resolving questions from the PM or PD to correct deficiencies in a timely manner, and in evaluating support to PM or PD management to assure the objectives are being met.  Review and responded to Requests for Information (RFI) and taskers from Program Executive Office Ground Combat Support (PEO GCS) command and coordinate/obtain concurrence from the PM/PD prior to release. Review the PM or PD daily correspondence with the PEO GCS command, recommend courses of action, and provide PEO GCS taskers to the appropriate PM or PD office and other business groups to ensure the taskers are completed. Research current DOD (to include DOD 5000.1 and 5000.2), Department of Army (DA), Army Materiel Command (AMC), and Federal Acquisition Regulation (FAR), and local guidance to recommend policy and procedures in relation to current projects, tasking’s, issues and concerns.
Analyze information and data and assess the progress of programs, projects, and processes.
Organize, manage, and present information, including oral recommendations. Solve problems; advise and support the organization on administrative actions, including travel, timekeeping, and onboarding. Additional support included:
• Customer Relations: Answering telephones and directing calls to the proper POC, interacting daily with staff and providing help and guidance if needed, interacting with vendors on a regular basis, and greeting visitors in a professional manner.
• Resource Management: orders office supplies as required, ensures office automation equipment is in working order, maintains adequate supply of required forms and documents to support work site personnel; prepares correspondence, documents, and spreadsheets for the staff and manages the knowledge database they are stored in; complete all mandatory training; and be a good steward of funds and resources that support the office. 

Vehicle Engineering Maintenance and Operations Support (VEMOS) 

SPS supported the Vehicle Engineering Maintenance and Operations Support (VEMOS) program as a critical component of the U.S. military's commitment to maintaining the readiness and operational capability of its vehicles, particularly those used in mine-resistant and counter-IED operations. SPS played a significant role in this effort by providing comprehensive support, including operator new equipment training (OPNET) and field-level maintenance new equipment training (FLMNET). These training programs are designed to ensure that U.S. service members, as well as coalition partners and allies, are proficient in operating and maintaining their equipment effectively. The training covers a wide range of skills, from basic operation to advanced maintenance techniques, contributing to the overall mission success and safety of military personnel. 

Corpus Christi Army Depot (CCAD) Aircraft and Aircraft Component Support 

SPS played a vital role in supporting aircraft production at the Corpus Christi Army Depot (CCAD). Our responsibilities included providing skilled personnel, effective supervision, and stringent management controls to ensure quality in the production process.

Key Capabilities
Specialized Support for Electrical Specialty Aircraft Production:
• Repaired and installed various aircraft electronic radio and radar equipment.
• Equipment types included radio receivers, transmitters, transceivers, navigation, and communication systems.
Management of Equipment:
• Oversaw high voltage dynamotors, power supplies, control cables, cable harnesses, control boxes, and junction boxes.
Avionics Expertise:
• Removal and replacement of avionics equipment.
• Upgrading aircraft with new or modified models.
• Assembled complete avionics systems and installation of accessories.
Operational Testing and Troubleshooting:
• Conducted operational testing of systems and components.
• Identified and removed defective equipment for repairs or overhauls.
• Focused on troubleshooting cable harness assemblies, junction boxes, and power distribution systems.
Antenna Optimization:
• Assisted in realigning antennas for maximum signal sensitivity and ensuring correct directional settings.

Conclusion - SPS's comprehensive support and technical expertise significantly enhanced the operational efficiency and success of aircraft production at CCAD, showcasing our capability in managing complex avionics systems and contributing to advancements in aviation technology.

Mine Reistant Ambust Protected (MRAP) Support

SPS supports the Army Program Office Mine Resistant Ambush Protected Family of Vehicles (APO MRAP)  Materiel Fielding program for over 20,000 vehicles . The vehicles  were  fielded  to various  CONUS and OCONUS locations. In accordance with (IAW) AR 700-142, SPS supported Materiel fielding requirements which  included the planning, coordinating, and executing materiel system deployment requirements.  We supported Material fielding requirements relative to equipment fielding requirements according to schedule, and were directly involved with ensuring vehicles and equipment were fully mission capable.  Our Materiel Fielding efforts directly and indirectly supported four (4) primary areas: Materiel Fielding Planning, Total Package Fielding (TPF), New Equipment Training (NET), and Post Fielding Closeout (PFS), including two (2) supporting areas: Supply and Transportation and Quality Control.  SPS provides training to personnel from: the Department of Defense, National Guard, and other Federal Agencies; other countries in support of vehicle loans to Coalition and other tactical and strategic partners as designated by DOD, and Foreign Military Sales; state and local agencies within CONUS.  

PM - Armored Brigade Combat Team (ABCT) Support

SPS provides New Equipment Training (NET) software in the form of Interactive Multimedia Instructional (IMI) material to Project Manager-Armored Brigade Combat Team (PM-ABCT). The IMI Software is  developed for the Abrams, Bradley, and Knight Vehicle platforms. All of the vehicle platforms have technical specifications that provide instructions on how to operate and maintain each vehicle.  Operators receive face-to-face NET when the vehicles are initially fielded. Upon completion of the face-to-face NET, it is beneficial for new operators to receive similar training. With the absence of training personnel, NET software in the form of IMI training material is provided to Soldiers giving them the interactive operator, field maintenance and sustainment training by an electronic means to perform the necessary maintenance tasks for the Abrams, Bradley and Knight vehicle platforms.

APACHE Helicopter (AH-64) Support

As a subcontractor to MSSI, SPS provides CLS-related support for the Apache Attack Helicopter.  Other areas of support include Level of Repair Analysis (LORA), Material Fielding Planning, Material Readiness, and Spare Part Tracking.  Overall, the contract includes the providing ILS for the Apache Attack Helicopter in the areas of Design Influence/Concept Definition, Maintenance Planning, Manpower and Personnel, Supply Support, Support Equipment and Test Measurement and Diagnostics Equipment, Training and Training Devices, Technical Data, Computer Resources Support, Packaging, Handling and Storage, Transportation and Transportability, Facilities, Standardization and Interoperability, Continuous Acquisition and Life Cycle Support, Logistics Program Support, Reliability and Maintainability (RAM), and Logistics support of Automated Information Systems.  

Cargo Helicopter (CH-47) Support

As a subcontractor to MSSI, SPS provides an array of technical publication and graphic development/modification support.  SPS also reviews, researches, and compares the Repair Parts and Special Tools List (RPSTL) for the CH-47D aircraft to the CH-47F aircraft. Identify discrepancies in figures where supply codes, parts breakdown, or additional information is incorrect. Provide recommendation for changes in Provisioning Master Record (PMR) and track records on the progress of the correction and assembly of the RPSTL and the PMR.  Overall contract requirements include performing logistics analyses, maintain and update information management systems, and provide logistics support related to the operational objectives of the Program Management Office for Cargo Helicopters (CH-47). Support of the CH-47D/CH-47F/MH-47 Programs; Sub Systems; Product Improvements; support equipment; maintenance and update of technical publications; all aspects of training including Training Aids, Devices, Simulators and Simulations (TADSS); training  analyses, development and execution; and other logistics, acquisition, and materiel fielding support related to the operational objectives of the Program Management Office for Cargo Helicopters. 

Joint Improvised Explosive Defeat Organization (JIEDDO) (Kuwait and Afgahanistan)

SPS provided all support required by JIEDDO personnel, including but not limited to locating housing, immigration liaison support for travel to/from Afghanistan (& Kuwait) and other OCONUS locations as directed, and supplementary guidance on Afghanistan (and Kuwait) protocol requirements for movement/orders.  SPS In-Theater Representative provided three days of support for JIEDDO teams or individuals.  Services provided services  included, but were not limited to Ground Transportation;  Base Access processing; Memorandum Requirements; Office call coordination; Intra-theatre MILAIR Coordination; Information Management support; Immigration liaison support; Movement accountability; Expertise for accessing information available in SPOT; Sponsorship (Work Permit requirements for contractors working in Afghanistan (& Kuwait) in accordance with applicable Afghanistan (and Kuwait Public Law Fees and Locating Housing.  Additional support included: Supporting manifesting and accounting of military, civilians, and contractors using the Joint Asset Management Movement System (JAMMS) and the SPOT accountability tool; Conducting “Welcome Briefs” for incoming personnel; Ensuring all personnel CACs, orders and passports are in order prior to boarding MILAIR flights; Validate Letters of Authorization (LOAs); Coordinating with life support and Government personnel to help accomplish Reception, Staging, Onward-movement, and Integration (RSOI) and Ensuring all data collection activities were standardized. The Company provided Property Book Unit Supply Enhanced (PBUSE) support and provided CLS services for the JIEDDO IED Defeat equipment.  This support included, but was not limited to 24/7 on call services when a system needed to be sent forward to and returned from the field to include transportation, shipping, and facility operations.  SPS provided wireless communications devices (satellite and/or mobile phones) as required to JIEDDO IED Defeat equipment personnel as directed.  SPS Stored all JIEDDO IED Defeat equipment systems in transit cases in a secure area.  Equipment included sensitive material.  Equipment responsibilities included: Inspecting and inventorying all incoming systems for kind and count; Preparing and storing incoming inspection and inventory reports; Inspecting and inventorying all incoming parts for kind and count; Storing any / all parts in a secure area; Conducting physical inventory and report parts inventory daily; Preparing DD 3161 prior to shipment and provide system being shipped; Tracking transportation status of system to destination and report transportation status daily IAW JIEDDO IED Defeat equipment approved procedures; Maintaining DD 3161 records for each system and provide as requested; and Packaging and shipping of JIEDDO IED Defeat equipment. . 

Logistics Engineer Support (LES) Services

SPS supports requirements for LES concerned with the application of engineering and logistics technical knowledge.  SPS technical experts apply a comprehensive understanding of a system or product's complete life cycle and has the requsite skills and experience to enable the initial definition of discrete logistics and sustainment design-to-requirements for all new system acquisitions and/or modifications; design, development, and production fo systems for sustainment and and utlimate requirement and disposal/recycling of system components and support resources no loger required.  Specific SPS functions include conducting Breakeven Analysis; Cost Reduction (Life Cycle Sustainment) Analysis; Economic Analysis; Engineer Technical Analysis; LORA; and Root Cause Analysis.  SPS personnel also perform Engineer Design Influence assess for increased aircraft availability.  

Aviation Logistics Center (ALC) Technical Publication Support

MSSI develops draft procedures, manuscripts, illustrations, parts listings, and requests for camera-ready materials for Field and Sustainment maintenance.  It also reviews and researches Engineering Change Proposals (ECPs), DA Forms 2028, Design Change Notices (DCNs), and Logistics Assistance System Report (LASR), and, based upon its analysis, provides recommendations on proposed changes to Equipment Publications.  MSSI reviews and analyzes military standards and specifications, provides proposed recommended changes to Equipment Publications, and prepares draft plans and validation certifications for Equipment Publications. The company reviews and evaluates commercial publications related to AMCOM-proponent Equipment publications and prepares proposed draft supplemental data. The team reviews Equipment Publications for consistency with logistics databases/technical drawings, proposes recommended changes, and provides input to incorporate approved changes to the logistics databases into the appropriate technical publications.  MSSI prepares draft manuscripts, supplemental data, and requests for camera-ready copies.  It also validates new/changed Equipment Publications materials, assists the government with publications verification efforts at verification sites and file publications, and provides technical publications support services such as specifying recommended illustrations/computer graphics, researching, reviewing, and editing. MSSI provides recommendations for the development of Repair Parts and Special Tool Lists (RPSTL) illustrations and parts listings in generation breakdown order.  It also reviews  DCNs resulting from approved ECPs to ensure data is accurate, complete, and compliant.  MSSIl reviews the Provisioning Master Record (PMR) database to ensure all the RPSTL data elements are accurate and complete.  It prepares draft manuscript changes/revisions to RPSTLs to reflect approved ECPs, DCNs, 2028s, and Letters of Instruction (LOIs). Finally, MSSI reviews evaluates, verifies, and provides proposed technical recommendations for Equipment Publications development, which includes participation in the hardware Physical Teardown (PT) of the assigned weapon system/major end item for development, evaluation, validation, and verification of Repair Parts and Special Tool Lists (RPSTL) and development, evaluation, validation, and verification of technical manuals, depot publications, task procedures, tools, repair parts, consumables, and calibration and test equipment requirements. 

TRADOC Capability Manager (TCM) Fires Cell

SPS Supports the PM ABCT TRADOC TCM Fire Cells by providing program information, analyses, and recommendations to the TCM Fires Cells for PM ABCT, the User community, Doctrine, Training and Combat Developments, the United States Army Armor School, Head Quarters Department of the Army (HQDA) staff, and related materiel development agencies.  SPS acts as the PM ABCT representative and liaisons with TCM Fires for the purpose of communicating concerns from TCM Fires to PM ABCT regarding the design, design changes or other materiel aspect of the M7A4, A3 BFIST with Fire Support Sensor System (FS3), M7 BFIST Situational Awareness (SA), M7 BFIST, and Knight Family of Vehicles (FOV). SPS also provides direct reporting to TCM Fires Cells and PM ABCT regarding M7A4, A3 BFIST with FS3, M7 BFIST SA, M7 BFIST, and Knight FOV and provide all deliverables required by this contract. The background for this is the PM ABCT using the TCM Fires Cells support since 2008 at Fort Sill, Oklahoma. The Fires Cell is the TRADOC directorate as a Project Manager in charge of the Fires Mission as described in the Operational Requirements Document (ORD) for Heavy/Light Fire Support Vehicle (FSV) for BFIST and the Capability Development Document (CDD) for Lightweight Fire Support Platform (FSP) for Knight.  The Fires Mission is responsible for developing, sustaining, and ensuring the requirements in the ORD and CDD are met.  The ORD and CDD contain specific performance requirements, such as, targeting and designating from within the vehicle and in a dismount operation.

JCREW

SPS provided mechanical, electrical, Radio Frequency (RF), and software engineers during the production and deployment phases of the USMC CREW Vehicle Receiver Jammer (CVRJ).  In support of this, SPS provided engineers for troubleshooting, diagnosis, maintenance, repair, and reset maintenance for all C4ISR equipment on USMC and Army wheeled vehicles, e.g. High Mobility Multipurpose Wheeled Vehicles (HWMMV), Mine-Resistant Ambush Protected (MRAP) vehicles, Route Clearance Vehicles, Heavy Expanded Mobility Tactical Trucks (HEMMT), Family Of Medium Tactical Vehicles (FMTV) and Light Armored Vehicles (LAV).  Engineering technical support functions provided to JCREW included Configuration Management; Test and Evaluation; Integration; System Design; Technical Subject Matter Expert (SME); Failure Analysis; and Data Analytic requirements. Services were conducted by SPS Field Service Representatives on the vehicles, CVRJ Jammers, and the vehicle C4ISR subsystems, i.e. all Jammers, Vehicle Intercom (VIC) 3 Systems, Single Channel Ground and Airborne Radio System (Sincgars) Radios, Force XXI Battle Command Brigade and Below (FBCB2) , Blue Force Tracker (BFT) as well as managing the power requiements for all of the subsystems.  Finally, our technical support included documentation for modification kits on tactical wheeled vehicles in Kuwait, Iraq and Afghanistan.
