SPS Prime Contract Vehicles include:

The RS3, or Responsive Strategic Sourcing for Services, is a comprehensive contracting vehicle utilized by the U.S. Army. It consolidates two previous contract vehicles, the Strategic Services Sourcing (S3) and Rapid Response 3rd Generation (R2-3G), to provide enhanced services that support command, control, communications, computers, intelligence, surveillance, and reconnaissance systems, collectively known as C4ISR. This contract vehicle is designed to deliver a wide array of services, including engineering, research, development, test and evaluation, logistics, acquisition and strategic planning, and education and training services. With a ceiling of $37.4 billion over a 10-year ordering period, RS3 facilitates a streamlined process for federal and state government agencies to procure necessary services for their C4ISR mission requirements globally.

Systems Products and Solutions, Inc. (SPS) is a proud holder of the GSA Multiple Award Schedule (MAS) under Solicitation 00CORP (Contract No. GS-00F-137CA), with a period of performance extending through May 26, 2035. This contract vehicle allows federal, state, and local government agencies to efficiently procure a wide range of professional services from SPS through a streamlined, compliant acquisition process.

Through our GSA Schedule, SPS provides high-quality, mission-focused solutions across multiple service areas, including program management, engineering, technical services, and administrative support. All services offered under this contract have been pre-competed, evaluated, and awarded by the General Services Administration (GSA), ensuring fair and reasonable pricing as well as adherence to federal procurement standards.

SHIELD

SPS is pleased to announce it has been awarded a contract under the Missile Defense Agency’s (MDA) Scalable Homeland Integrated Enterprise Layered Defense (SHIELD) Indefinite-Delivery/Indefinite-Quantity (IDIQ) program.

This contract vehicle has a ceiling value of $151 billion and provides MDA and the Department of War with a flexible, enterprise-wide mechanism to deliver advanced defense capabilities to the warfighter across a broad range of mission support areas. If all contract options are exercised, the SHIELD IDIQ will extend through December 2035.

EXPRESS

The contract vehicle officially known as the Expedited Professional and Engineering Support Services (EXPRESS) Program, is a pivotal contracting vehicle utilized by the Army Contracting Command at Redstone Arsenal. It offers a streamlined process for obtaining professional and technical services, supporting a wide range of Army missions. EXPRESS is divided into four domains: Business and Analytical, Logistics, Programmatic, and Technical, each providing a specialized set of services. This program is designed to deliver responsive, high-quality, and cost-effective advisory and assistance services (A&AS) efficiently and effectively. It serves Team Redstone and other Army organizations, ensuring that they have access to the expertise needed to fulfill their operational requirements.

AMCAG

The AMCAG Logistics Studies and Analysis BPA is a U.S. Army Materiel Command (AMC) contract vehicle designed to support logistics, sustainment, and other Army mission-related studies and analyses. It is part of AMC’s broader Analysis Group (AMCAG), which serves as the command’s “brain trust” for solving complex operational and logistical problems.

Purpose and Scope

The BPA provides a streamlined way for AMC and its commands to engage qualified contractors for:

  • Operations research and systems analysis

  • Advanced analytics and data-driven decision support

  • Logistics and sustainment studies for the AMC mission

  • Other Army studies requiring analytical expertise.

The goal is to deliver timely, data-backed results that enable commanders to make informed decisions quickly. This includes forecasting, optimization, simulation, and process improvement.
